Three Residents Nominated for New Transportation and Parking Commission

Town Manager Paul Bockelman has nominated three residents to serve on the town’s new Transportation and Parking Commission All three were recommended unanimously, 5-0, at the March 5 Town Services and Outreach Committee meeting and will come to a vote before the full Town Council on Monday, March 9. Bockelman noted that there were many applicants for these positions.
Nominated for a one-year term, expiring June 30, 2027: Andy Steinberg, Hitching Point Road
Nominated for a two-year term expiring June 30, 2028: Grisha Leyfer, West Street
Nominated for a three-year term expiring June 30, 2029: Kimberly Tremblay, Cosby Avenue
Also, Superintendent of Public Works Guilford Mooring is specified as a member of the committee, but was inadvertently left off of the previous list of town officials on the TPC. His one-year appointment was also approved unanimously by TSO.
Biographical Profiles
The Town Manager provided the following biographical profiles for the nominees.
• Andy Steinberg has an extensive resume of service to the town, including on the town’s Select Board and Town Council. Both bodies were charged as being the town’s “keepers of the public way”. Mr. Steinberg chaired the Town Services and Outreach (TSO) committee during its discussions in developing the new commission and coordinated discussion of the associated changes to the Town Council Policy Regarding Control and Regulation of the Public Way. Steinberg conducted extensive research on how similar cities handled public way requests and developed productive relationships with representatives from the City of Northampton. He is interested in serving on the commission to help it create procedures and practices that will enable it to be successful.
• Grisha Leyfer lives and works in the town without a car and would bring a valuable perspective as a pedestrian, bike, and bus commuter. He previously participated in the town’s Civic Academy and is eager to become more engaged in town governance. He has a Batchelor of Science degree in Sustainable Community Development from the University of Massachusetts Amherst and works as a communications coordinator at the Yiddish Book Center. This work gives him experience with addressing public concerns, promoting public awareness, and publicizing the work of the commission.
• Kimberly Tremblay: Ms. Tremblay is a devoted cyclist – and car owner. She has served on the Transportation Advisory Committee for many years where she worked to develop a rubric for prioritizing public works projects. She is an Associate Professor of Veterinary and Animal Sciences at the University of Massachusetts Amherst and an avid runner and walker, which informs her opinions about the condition of the town’s roads and sidewalks. One of her goals is to make non-car transportation accessible for people who do not have access to personal vehicles.
Other members of the commission are Jeffrey Bagg (Planning and Economic Development Director), Sam MacLeod (Town Councilor, District 5), Ian Rhodewalt (Commission for Persons with Disabilities representative), George Ryan (Town Councilor, District 3), and Gabriel Ting (Chief of Police).
The Transportation and Parking Commission
The Transportation and Parking Commission (TPC), established by the Town Council in December, 2025, shall promote a safe, equitable, accessible, and environmentally sustainable multi-modal transportation system that supports people and goods traveling safely, conveniently, and efficiently throughout the Town and connecting with other communities. To achieve this purpose, the TPC shall review and have authority to approve requests for changes related to public ways delegated to the TPC by the Town Council and review transportation concerns such as proposed traffic and parking related bylaws and policies.
